NCERT to Assess Class 3 Students’ Foundational Reading and Numeracy Skills in 2026 Study

Study Scheduled for February–March 2026 in Delhi Schools

The National Council of Educational Research and Training (NCERT) has announced a new plan to assess the foundational learning skills of Class 3 students in Delhi during the current academic year. The initiative aims to strengthen early education outcomes and improve classroom learning.

According to the Delhi State Council of Educational Research and Training (SCERT), the assessment will take place between February and March 2026. Authorities will conduct the study in selected sample schools, and officials will share the list of participating schools in advance.


Why NCERT Is Conducting This Study

Focus on Core Learning Skills

The Foundational Learning Study (FLS) will measure how well students develop basic reading, writing, and numeracy skills by the end of the foundational stage. These skills form the base of a child’s future academic success.

Moreover, the study will help education authorities identify learning gaps at an early stage. As a result, teachers can adopt better teaching strategies and support students more effectively.


Sample Tasks Shared to Support Preparation

Teachers Asked to Guide Students Actively

To ensure smooth preparation, NCERT has shared sample assessment tasks in Hindi and English. These tasks help teachers and students understand the assessment format and question style.

Meanwhile, school principals and heads have asked Class 3 teachers to regularly practise these activities with students. In addition, schools should expose children to different types of practice questions so they feel confident and prepared.


Assessment Is Not an Exam

No Grades, Rankings, or Certifications

NCERT has clearly stated that the Foundational Learning Study is not a test or examination. Instead, it serves as a diagnostic survey.

Therefore:

  • Students will not receive grades or certificates
  • Schools will not face rankings or evaluations
  • The focus will remain on learning improvement, not performance pressure

Supporting National Education Policy 2020 Goals

Improving Classroom Teaching and Policy Decisions

The results of the study will guide education policy decisions and help improve classroom teaching practices. Furthermore, the findings will support the goals of the National Education Policy (NEP) 2020, which prioritises strong foundational learning.

NCERT also stressed that school cooperation remains essential. With active participation, the study can deliver meaningful insights and promote better learning outcomes for young students.
