Education in Europe Q3 2025: A Lifeline for Refugee and Displaced Children

Sep 16, 2025

Education as a Foundation of Hope

Education is more than just learning — for refugee, asylum-seeking, and stateless children across Europe, it is a lifeline. Schools provide not only knowledge and skills for a stronger future but also stability, daily routine, and hope in times of uncertainty. Ensuring equal access to quality education remains at the heart of UNHCR’s protection and inclusion efforts in Europe.

Progress in 2025: Expanding Access

Throughout 2025, many European countries continued working to integrate refugee and asylum-seeking students into their national education systems. Positive results have been seen especially with the enrolment of children from Ukraine, reflecting governments’ commitment to inclusion.

Challenges Still Ahead

Despite progress, major challenges remain. Children from other regions, unaccompanied minors, and those with disabilities often face long delays in schooling. Barriers include:

  • Limited school capacity and teacher shortages
  • Language gaps that slow integration
  • Dependence on remote or hybrid learning, leaving some children behind

These issues risk widening the gap between displaced children and their peers.

UNHCR’s Commitment and Call to Action

Through this quarterly update, UNHCR highlights achievements, identifies persistent gaps, and provides guidance to governments and partners. By strengthening national systems and ensuring displaced children learn alongside local students, we can protect their right to education and secure their path to a stable and brighter future.
